Hey Alain,
The article is pretty 'sensationalist'. They suggest that our transit system sucks, but fail to look at the bigger picture.
The whole thing about other cities having a subway is only half the picture. We could never really afford or justify a subway system, since it would cost hundreds of millions (billions?) of dollars to implement.
Our city has some of the lowest property tax rates (among other things) in all of the country. The bus already operates heavy losses that are subsidized by the city.
Perhaps the whole "bus corridor" thing is kind of ridiculous, but is probably one of the more economical ways of improving the system (among redesigning the schedule, which the mayor has stated he will be doing).

In my opinion it is true that Winnipeg has not a reliable transit system and also most of the students I talk with, think the same thing (that's why almost everyone buys a car as soon as they are able to afford it).
Some months ago I read that the local government pointed out the fact that streets are first and the local transit system is second priority. That seems to be stupid because on how could it be different as long as the transit system is not really a substitute for having a car.
Furthermore, many other Canadian cities have a much better transit system ... to conclude ... if local authorities change their minds and give more priority to improvements on the transit system all residents would benefit soon ...
